I have the honour to invite your attention to

the Colonial Secretary's letter No. 1658 of the 6th. of July,1901, addressed to H. B. h.'a Consul-General at Canton in which was

suggested the establishment by the Chinese Authorities of a chain

of Military or Police posta along the frontier of the Chinese

territory marching with the land frontier of the New Territories, after the manner adopted by this Government in maintaining & chain of Police Stations along the frontier of the New Territorios The then Viceroy of the Two Kwang, as the subsequent correspondence ending with Mr. James Scott's letter of the 14th. of September, 1901, shows, entertained the suggestion and was good enough to give practical effect to it by establishing various patrol Stations which contributed not a little to the intance of peace and

good order along the border.

I am unable to say exactly when this excellent

arrangement ceased, but up to the time of the recent attack by robbers on the Customs Station at Lo Fong no such stations were maintained by the Republican Authorities. Since that attack a force of soldiers has been stationed at Sham Chun and another force has been sent to guard the railway at the same place. These measures have had a beneficial effect and I would ask you to cove the Chinese Authorities to maintain an adequate force in Sham Chun and its vicinity by re-establishing the patrol posts which formerly existed.
